Jessica serves as the International Republican Institute’s Resident Program Director in Iraq. In this role, Jessica oversees IRI’s daily operations in Iraq, as well as provides strategic oversight of several U.S. Department of State, USAID, and Foreign, Commonwealth and Development Office-funded projects focusing on civil society development, political and civic engagement, issue-based advocacy, and political party strengthening.

From 2019-2022, Jessica served in Addis Ababa, Ethiopia, where she supported electoral strengthening programs, supporting Ethiopian civil society partners to conduct civic and voter education during the country’s contentious electoral cycle. Jessica has served as Mission Coordinator for International Election Observation Missions in Georgia, Nigeria and Zimbabwe, ensuring independent and impartial election observation. From 2013-2018, Jessica served in various roles in Washington, D.C., implementing IRI programming in more than 20 countries, supporting political parties, elected officials, and civil society organizations in the advancement of their democratic institutions.

Prior to joining IRI in 2013, Jessica worked with the Bureau of Democracy, Human Rights, and Labor at the Department of State and with Amnesty International. She holds a master’s degree in International Development from the Josef Korbel School of International Studies at the University of Denver, and bachelor’s degrees in History and Political Science from Ohio University.
