Keith Proctor is the Senior Advisor for Evaluation, Research and Learning within the Evidence Learning Practice at the Center for Global Impact. In addition to managing research and evaluation grants funded by the U.S. Government, Keith and his team provide methodological expertise to advance IRI thought leadership, programming, and business development priorities. 

Keith has broad experience in international development and foreign policy, with an emphasis on conflict, governance, violent extremism, and social media. Prior to joining IRI, Keith was the Director of Monitoring and Evaluation for a stabilization project in Afghanistan funded by the German Federal Foreign Office. He was also a Visiting Fellow at the Feinstein International Center at Tufts University. 

Other prior roles include Senior Advisor for Countering Violent Extremism (CVE) at the U.S. Department of State’s Bureau of Conflict and Stabilization Operations, and Senior Policy Researcher at Mercy Corps.  

Keith’s work on political violence has been profiled by CNN, Fast Company, the Guardian, VICE News, and the Washington Post. He has provided dozens of briefings at international conferences, throughout the interagency, and on Capitol Hill. 

Working at various points in his career as a consultant, Keith has taken projects from brief to deliverable for the United Nations Office of the High Commissioner for Human Rights, the World Peace Foundation, Mercy Corps, Chemonics International, the Center for Strategic and International Studies, and the KfW Development Bank, among other clients.  

Prior to his career in international development, Keith developed messaging and grassroots strategies for U.S. political campaigns. 

Keith is a graduate of Stanford University, the Fletcher School of Law and Diplomacy at Tufts University, and Harvard Divinity School.
